Reporting what you heard with 〜そうです (hearsay), and inferring with 〜ようです.

Report information from another source: plain form + そうです.

天気予報に　よると、あした　晴れるそうです。

てんきよほうに　よると、あした　はれるそうです。

According to the forecast, it will be sunny tomorrow.

Hearsay そうです attaches to the plain form (different from the appearance そう, which uses the stem). The source is often given with 〜によると (according to…).

A conclusion you infer from evidence: 〜ようです.

誰か　部屋に　いるようです。

だれか　へやに　いるようです。

It seems someone is in the room.

ようです expresses a guess based on what you observe (sounds, traces, your senses). It attaches to the plain form; na-adj/noun add な/の (静かなようです, 病気のようです). Casual: 〜みたい.
