N は … 、N は …は — contrast
は particleは can mark contrast: “as for A … but as for B …”; it also attaches after other particles.
サッカーは しますが、野球は しません。
サッカーは しますが、やきゅうは しません。
I play football, but I don't play baseball.
Beyond marking the topic, は contrasts two things, often with が (“but”): サッカーは します**が**、野球は しません.
は attaches after another particle to contrast it: 東京へは 行きますが… (へは), ここでは 話せません (では). It usually replaces を and が in the contrasted phrase.
